LightSquared today announced that it has signed PowerNet Global as a new wholesale customer of its forthcoming Long Term Evolution 4G mobile broadband network. PowerNet will resell LightSquared's network services, including voice and data, under its own brand. LightSquared has signed up a number of wholesale partners in recent weeks, despite issues it is facing with respect to GPS interference. LightSquared and Sprint also recently announced that Sprint will help LightSquared build its LTE network in exchange for cash and LTE network access. The FCC has yet to give LightSquared final permission to operate its network.

Yet people still keep signing agreements with them. Maybe their strategy is that if they get enough partners, they won't have to worry about government regulation? :\
The preliminary joint efforts ahead of granting permission are to sign the dotted lines and complete all the extensive red tape involved with the build out. This will curb the time needed that would normally take place after the FCC's blessings.
