Microsoft to Get Paid for Every Samsung Android Device Sold

Microsoft today announced a cross-licensing agreement with hardware partner Samsung that gives Microsoft a piece of every Android device that Samsung sells. The terms of the agreement were not disclosed, but Microsoft has signed a similar agreement with HTC. In a blog post, Microsoft said, "Together with the license agreement signed last year with HTC, today's agreement with Samsung means that the top two Android handset manufacturers in the United States have now acquired licenses to Microsoft’s patent portfolio. These two companies together accounted for more than half of all Android phones sold in the U.S. over the past year." The licensing agreement also pertains to Microsoft's own Windows Phone platform. Both companies said they believe there is room for "dramatic growth" in Windows Phone.

I think Android will continue to pass IOS, but the Iphone will be the best phone being sold.

Why would MS get paid for selling an Android phone and not a Windows phone?
I don't get this post on Phonescoop.com. Why would microsoft get paid for every Android phone that is sold and built by HTC/Samsung? Wouldn't Microsoft benefit if they sold a Windows Phone device that was built by Samsung/HTC?
Can someone clarify, or am i reading it wrong?
htc/samsung can just stop making windows phones!
