Common sense

doesn't apply anymore. Why not disable the feature when the unlimited users hit their throttle point? Data is almost useless when you get throttled so you can't do anything anyways. They get throttled at 3GB on 3G/fake 4G and 5GB on LTE.
Reading your post make new think about
how glad I am that I have Unlimited LTE on Verizon!!! Screw this throttling BS!!!
...
The sad thing about is, those of us who are grandfathered in, still come out better, when you compare the current LTE data plans for 5gigs.
...
You do know that HSPA+ is a 4G technology. Yes we all know that LTE is better. And AT&T is starting to get more places with LTE.

Confused

Does this mean that anyone NOT on the unlimited data plan will be able to use FaceTime over Cellular network?

I have the data plan for iPhone and tethering.
