There are any number of apps in the Play Store that allow the downloading of YouTube videos. Good luck trying to stop all of them!
Difference is, Google does not own those apps, and therefore has no liability with what is performed via those apps (copyright infringement, piracy). Youtube they do own, and so if youre downloading videos directly from a youtube app, then its their ...
