Most of the time it's because you have the device it's connected to set on metered data connection that will enable the device to state its receiving limited data. Go into the device settings it's connected to and change the settings to un- metered.

I am having trouble pairing Bluetooth devices with this phone. When in the Bluetooth screen there is no option to "search" for Bluetooth devices, and mine is not visible. Is there anyone out there that can help with this?
