All cell phone companies do this. Hell amazon was caught in a act with a situation about them using internet users cookies and would fluctuate prices depending in the cookies of each users, I.E. a Item that cost $4.00 can possibly cost me $16.00 if my cookies reflect I have previously bought something of that similar item then they know that I want that item. Its a crazy digital world that we live in but it is what it is. Google has been saving cookies and cashe's to better assist its customers so what makes you think with the G1 they wont do the samething?
