1) There is no such thing as an "unlocked" LG enV.
2) I'm almost certain VZW lifted the data pack requirement for non-smartphones about 3 years ago.

Correct on both counts, however, the POS systems used by VZW will force basic phones that once required data plans onto a data plan, but will immediately allow you to remove it afterwards.
