Is the playbook the only blackberry that will be able to play android apps, or is it an agreement with bb and android in general?

Most likely it's an inherent capability of the QNX based operating system. Once the QNX platform comes to the under 4" Blackberry handhelds, there is a high likelihood that the Android apps will work on them in the same manner as the Playbook supports them.
But, don't hold your breath. I'd expect another year or more before QNX on the handheld becomes a reality.
