Alltel wouldn't be able to regain the same size they had prior to even being bought out by the investment firms. AT&T & Verizon hold the lion share of the licensed spectrum (especially in the 700 band). So if Alltel's divested markets were become the new Alltel under new owners (or previous owners), then it would take years to even grow again, as there are fewer carriers left, and no new spectrum available.

I disagree with the idea that failing to bid in AWS or build out PCS was a mistake. From a profitability standpoint it was ingenius. Alltel was about making money...not debt. What made them an attractive acquisuition in the first place? Their bottom line. What if they had built out PCS or bid in AWS? They would have been much more in debt. Ford knew what he was doing. He walked away from this deal with fat pockets.
If Alltel really wanted to grow, they needed to stop relyng on 800 band licenses for their expansion, since AT&T & Verizon hold the cellular licenses in the top 10 markets, and they're not giving those up. They had a license or 2 for Milwaukee Wisconsin, and they sat on it...
