trouble sending txt msgs to US?

Does anybody having trouble sending messages to US and Cingular in particular. I am in the US I can send messages to Canada by can't receive them (Rogers in particular).

Please let me know if you have any insight.

My wife is in Peterboro, Canada right now and has signal on her all digital 4500, but when she trys to send a text message she gets a message that says no messaging service available. I thought that you could always send text messages when you had a digital signal. Can anyone tell me why this is happening?
