jump over some cliff areas after coming down the second bridge. Instead, go
to the left and go down the stairs. The path is straightforward from there.

Once you are done, head over to the Lighthouse that is in the Southeastern
part of down (You need to be on the second level of the city to reach it).
Enter it, and go up the elevator. Once you are on the top floor, you will
find the Gym leader being emo...Talk to him and he will go back to the Gym.
Head back to the Pokemon center and save, get some items, and prepare for
your last gym battle.

Once you beat him, you will get the beacon Badge and TM57, Charge Beam. Now
that you have all 8 badges, your last task will be to get to the Elite
Four. Only a route and one more dungeon stands in your way. Before you head
off, make sure you have a Pokemon that can use Strength, Surf, and Rock
Smash, and Waterfall. You may want to bring some repels just in case. When
you are ready, head north of Sunnyshore and surf forward.
