Downloading From The Safari Browser?
It's not clear to me that the iPhone has any kind of file browser at all. All they've shown so far is the iPod interface for music and video, and that photo browser. You can view certain types of email attachments, but it's not clear that you can save them to access outside of the Mail app.
I do know that Apple has expressed a lot of concern about security re. viruses etc., which is why they don't allow real 3rd-party software. It's possible it won't support adding files via any method other than iTunes sync, and that may only support certain specific file types.

I, for one, make no assumption about the ability to download and save files via Safari. I've seen no evidence that it can, and based on Apple's stance on security with this product, it would not surprise me at all if it simply didn't have that option.
Also keep in mind its apples FIRST phone. HTC, Motorola and Palm have dozens of models and they still cant get it right!
