I'm on a 39.99 plan. I wonder if it will carry over. Also I'm in the middle of a 2 year contract. Will It go away if I sign on to a new iPhone plan?

To answer my own question: I called ATT was told the only way to get out of my current contract is to pay the penalty fee. Also I would be unable to use my 39.99 plan. So I'm just SOL for now.

On your 39.99 plan you add iPhone data plan, $20./mo.(& remove any data plan you already have) Your contract will be extended to 2 years from date of puchase of iPhone. So, if you had a current price basic data plan @ 9.99, this would be removed & $20. plan added. Net increase $10.01. Wow! Hey. 😉
