If I buy the e71, do I have the option of not paying for internet service which thereby prevents me from surfing the internet, sending e-mail,etc?

I am on AT&T myself. You are NOT required to get a data plan just because the phone can get on the internet. Compared to the Iphone which IS required to get a data plan.
BUT pay per use internet will probably get added on. There is no monthly charge for it. You would only get charged if you transmitted any data. And if memory serves it gets charged at 1 cent per kilobyte transmitted.
The phone does have GPS. and one of the ways it uses to determine your location is by using the cell phone network. That is called A-GPS (assisted GPS). That DOES use a little bit of data. But you can easily turn off the option to use A-GPS.

I too have at&t and was wondering what features exactly are added to your plan without paying the $30 for unlimited. I went from a BB to the e71 and want to drop my BB plan but dont want to lose my internet, nor do i want to pay the smartphone $30. Any advice?

One of the reasons I purchased the E71 is for the WLAN feature. I had a TREO and had to pay for Internet every month. I only need the web whenever I am near wireless areas anyway, so the Internet package is a waste for me.
When I signed my contract, I specifically told AT&T that I did not want the Internet whatsoever. My first month I got a $300 phone bill with over $150 worth of web charges! When I called, they told me I was automatically set up on a pay-by-use plan. I promptly advised them that I did not order ANY Internet and to disable all AT&T Internet connectivity. My phone works just fine when I am near WLAN and I don't pay a dime. They did take all of those charges off my bill.
Make sure you make that VERY CLEAR to AT&...

If you got web charges then your phone WAS accessing the internet through AT&T. Don't blame AT&T for YOU not paying attention to your phone! Yelling at AT&T like that was really pathetic man. It's Pay Per Use. Meaning you would ONLY get charged if your phone accessed the internet through AT&T's servers period... I can't believe they took it off your bill. Next time pay attention to the icons in the upper left hand corner where the signal indicator is. If you see a small E or 3G or 3.5G then your phone is accessing the internet through AT&T and not wlan.
I have my E71 setup to always ask whenever it tries to access the internet. This way I can have it scan for an access point. Though some features won't let you change it and will ...

My beef was at AT&T for not listening to my needs and requests when I signed up. It was brand new service with AT&T and a brand new phone. I had no idea what silly icons were appearing in the upper left of the screen. Why does my phone say 3G whenever I have no service? I specifically told AT&T No Internet period. They never , ever mentioned a pay per use. That's not my fault. I made my intention loud and clear and they didn't listen. Its their fault and no, I was not lame for asking them to take it off. That is my right as a consumer to get what I pay for. Personally, the sooner they do away with the silly contracts, the more happy most customers will be.

Pay per Use has NO MONTHLY SERVICE FEE. You only get charged WHEN YOU USE IT.
So I STILL say they should have left that $150 charge on your bill because YOU WERE using AT&T's internet. Roughly 150MB's worth. Those were legal charges. You as a customer simply don't know how to operate their fancy new phone.
That was YOUR FAULT. NOT THEIRS.
Own up. Agree you were at fault. Pay your bill and move on and use this as a learning experience.

Why would you get this phone and not want an internet package? It's a business phone made for networking. If all you want to do is text and call, get the phone they offer for free that's cheap and easy to replace that doesn't have internet...

Well, you can on their website with your account block data for the phone. Second you can at your own risk use their medianet plan, the E71 (not the E71x) will not show up when you check your account.

You were in the right, 4tail. The replies you have received here have been pretty rude and misguided, unfortunately.
Three points your readers might consider:
1. AT&T and other carriers intentionally make it easy to accidentally initiate data transfers, with their locked-down phone menus, prominent "connect" buttons, or etc. They do this to encourage the use of their data services in order to generate revenue. It's not in their interest to allow you full control over your phone. So 4tail's accidental connections and accompanying frustration are really quite understandable.
2. When I got my Nokia 6682, I specifically requested that the data "features" of the account be disabled, because the accidental connections constantly frust...
