how long did it take the 3G to have a price drop? and will AT&T honor a price drop for the 3Gs if it drops in 2-3 months?

It took 1 year for the 3G to get a price drop. It is unlikely for the 3GS to get a price drop in 2-3 months since his has more features and more space for the same price that the 3G was at. I would be willing to bet that the 3GS will stay at the current price until the next iPhone comes out.
