I was wondering if the Iphone can use the ringtones on the at&t website or not? I am a new user to the device and want to know about ringtones for it.

No, if you have a PC you have to "create" ringtones for your iPhone- for $0.99 (if you already have the song).
If you have a Mac you drag the song into Garageband edit it down to >40 seconds then save it to iTunes ringtones folder and you get all the free ringtones you want (assuming you already own the song)
