What is this?

When I go to settings > Applications > Running services, There is a bar at the bottom that seems to tell me how much memory is available. when it says 44mb in 3 avail: 23mb+75mb in 15 What does this mean?

Also the bar is red yellow and green. can someone explain this to me in laymans terms?

So does nobody know, or is this self explanitory? I really just want to know what the in 3 and in 15 mean.
