It's a French manufacturer, technically called Sagem Communication. They don't sell many phones at all in the States... mostly in Europe. The parent company is Groupe Safran.

In South America they are well known too. They make great affordable phones... I've never owned one myself but I have family members who have them. They seem very satisfied with them.

Actually it's now Sagem Communications, based in Paris ;)
