Use common sense now, its a GSM phone on T-Mo, itll have access to the HSPA+ and the camera is the same as the one in the other galaxy S phones so it will record 720p, and Flash support is native to android 2.2 so yes android 2.3 will definitely support it.

Exactly. Just because a network has 4g capabilities, doesn't mean that every device can/will support it.

The network speeds supported by a phone are determined by its radio chip (hardware) and generally cannot be upgraded.
There have been rare cases where a phone shipped with hardware designed for a faster speed but it was limited in software for some reason (perhaps because software for the faster standard was not finished yet) and a subsequent software upgrade "unlocked" the faster speed capability.
But that is rare. In general, a phone that ships without HSPA+ will never be able to support HSPA+.

Since the Nexus S, is similar to the T-Mobile Vibrant, would there be a chance that the Nexus S has Quad-band 3G support, like the T-Mobile Vibrant has via a software unlock?
The T-Mobile vibrant is a Quad-band 3G device, but the 850/1900 3G bands are software locked.
Also, is what you mentioned about phones not allowing their full 3G speeds related to the G2? Many places T-Mobile has claimed to have super fast HSPA+ speeds, but when we do speed tests with the Nexus One, G2, Vibrant, etc. I am not seeing speeds near 7.2 for the HSPA devices. I even did a speed test in NYC on the G2, and it would not go past 2Mbps. It's rare that I find a tower that gives me past 2Mbps on my Nexus One.
