I have an option to buy a TREO from a friend. Do I need to subscribe to AT&T PDA plan? Can I just use my current voice plan without paying the extra for the PDA plan?

i don think they'd have any way of knowing your using a treo just popping in the sim(unless they request imei). i know they will only sell them with a data plan.
however the treo is an extremely unreliable device. go read treo forums for yourself. id wait for the 650 to see if the quality issues are any better.
