Charging issue on all revere 3's

There is an issue with all models at the store. They will not charge when you plug them in. The screen will say not charging. And it's right because they will not take a charge. This has happened on every device at 3 different stores in two different states.

This problem has a solution. You have to activate the phone before it will charge when the power is off. Activate the phone and then turn it off. Plug it in. It should charge just like it should.
