Alcatel Go Flip / MyFlip

I am very new to mobile phones. When you power off the Alcatel flipfone, will you hear a ringtone? I notice I have had incoming calls, but have never heard the phone ring, it has been on power off.

Does anyone know if this phone really has a hotspot? I am not seeing that anywhere on Tmobile's site as a feature of this phone. Thank you!
