Motorola RAZR V3

I have a razr and i wanted to buy a ringtone off of the cingular website. Do you have to have MediaNet to download extras from the cingular website, because i registered with the correct password and everything but when i go to get a ringtone it says "your cingular direct bill cannot be accessed at this time. and the error number is 3150. i spoke to a representative at cingular about this and they said the error is because my password is wrong, but its 100% correct. Can somebody help me out here. Thanks
