Reception
I am having some reception issues when inside my place of employment. I laid a V551 next to my phone at different locations today, and the V551 would be maxed with bars, and my phone would be jumping up and down, but mostly staying down.

Just so you're aware, its not just your phone, mine does the same thing. Full bars to none to full to none, etc...
Mine does the same thing. I just got a refurb 5600 because my MPX200 broke.

Yeah, my SMT 5600 sucks @ss too. Kills my MPX 220 in every other way but reception. Taking it back and getting a Siemens SX66. At least it works.

Could be two things:
(1) You're in a bad AT&T/Cingular spot (the 5600 will switch networks periodically if one signal is stronger---you could have competing signals). You can force it to choose one network over the other in the network settings area.
(2) The internal antenna could have become detached. Easy warranty repair (though you'll be out your phone for 10 days or so).

I don't own an SMT 5600 yet, but plan to shortly, when I switch from my current ATT/Cingular account to a "pure" Cingular account. But I suspect you are experiencing the same thing I experience with my 2-year-old Motorola flip phone (bottom of the line sort of thing, I forget which model number it is, but it doesn't matter for this discussion) and I think I have the solution for you.
My phone can connect to both the old ATT system and the Cingular system. If I select "automatic" for the network configuration, I will get a rock-solid 5 bars when my phone connects to the Cingular network (close to my house) but a rather dismal 1 or 2 bars if it flips over (automatically) the the ATT network.
