This phone is unlocked and unbranded. You can still sell the service with the phone, and provide a discount. First time I have seen this before.

They do this because they have the phone already. Cingular mightr have them already, but not for sale as of this momemt. many carriers get phones and don't sell them yet because they maybe waitng for more inventory to come in, so they can meet the demand. Also, they might still be testing the phone to make sure that there will not be another V600 problem with the 850MHz frequency.
