v3c with .02 firmware to buy?

It's okay, I figured out how to do seem edits and enable OBEX on my v3c.
I wonder why they keep putting it on and taking it off those Motorola phones.
The original Version .02 had OBEX, .03 took it off, .04P put it back on (and enabled VZ Navigator).

There is no reason why Verizon would have OBEX on the V3c .02 original release, taken it off the Pink RAZR/ .03 firmware and put the OBEX back onto the V3c with the .04P firmware, then left it off the V3m.
The Q has a full BT stack on the original release and the new patch will remove it. The Nokia 6256i had a full stack all along.
Any theory you can think of, GIN, ringtones, expansion card, VCast, etc., as a reason does not explain the inconsistency.
