According to smcgarvey6's statement, he read the specifications. Maybe you should have read his post more thoroughly.
However, and this is still kind of vage until next week @ CES, Cingular will be using 1900Mhz AND 2100Mhz in different parts of the USA.
W-CDMA (Wideband Code Division Multiple Access) is the air interface encoding scheme that is used by UMTS, it is used as an acronym all over the world.

As mentioned in other replies, the 2100 mHz is allocated for other things in the US, Cingular will not be using it. IIRC, it is used for satellite communications and some is reserved.
It would be great if Cingular would push to get this reallocated, but prob...
