MOTO Q AND internet connection

SO when i try to connect on the internet is says "can not place call" but all i am trying to do is connect. it was working before its not.

has anyone experience this and if so, how do you fix it to connect?

annnnddd it only connects when my usb is connected, is it suppose to do that?

My q wont internet when hooked to the usb on my computers, it will if it is hooked up to a direct power source. there is something I think when hooked up to a usb port that calls for it to look only that direction.
