That doesn't really explain this phone, though... perhaps it's something of a "trial run" for Nokia/Pantech phones on Verizon, and if this one works out, they'll move on to EVDO phones as planned.
(I'm not counting the 6305i because that was only sold via limited indirect channels.)
So the question is why did they turn to Pantech for the 6215, instead of just offering the 6165, for example?
Perhaps they can't or don't want to put the Verizon UI on their own phones... that's a definite possibility.
My guess would be the same as yours, the whole Verizon UI issue. Since Nokia is pulling out of the manufacturing of CDMA handsets, it's probably more cost effective to start selling their ODM handsets, like the 6215, then to try to redesign the S40 handsets to a Verizon UI interface. Just a hunch. I like S40 UI better than the Verizon UI, so I'd rather see the models that you've mentioned also. But I'm sure Verizon sees it differently.

...I actually thought it felt pretty good. It felt solid, and the keypad is excellent.
The specs aren't great, but that's just the kind of phone it is.
