FCC Plans to Overhaul Universal Service Fund

Today the Federal Communications Commission proposed a major change to the Universal Service Fund. The USF is collected from U.S. citizens via their phones bills and is put towards developing voice services in underserved rural areas. Rather than put the USF money towards new voice services, the FCC believe it should now be spend on helping deliver broadband services to these same regions. The FCC's proposal would have the money migrate from one pot to the other over the course of 10 years.

You are missing the point
The USF is not a tax or government charge. In fact the FCC or administration has nothing to do with what the consumer pays.
Telcom's are charged by the FCC based on customer base. It is then up to each individual company on how they will asses charges passed on to you in order to recover what they are required to pay.
So bottom line- while all telcoms pass this charge on. They are doing so on their own accord.
So yes, blame your carrier.
You really have to be an idiot to think that all of these taxes wouldn't be part of our bill whether they were enumerated or not. There really isn't a...
