A few, general MSL questions
I have a few questions about the MSL 6-digit code, related to using it to reset a phone.
Is a MSL permanent for a given phone?
Or does it change with each activation?
Does a phone need to be currently activated to be able to enter the MSL and reset it?

If that is true, why did I receive a bad MSL # from Sprint when I gave them a phone's HEX code (verified several times)?

Hmmm.. if the phone has ever been flashed to Cricket then the MSL will no longer work, I could try to look it up for you but it would have to be tied to a line for me to see it. Is it a smart phone?

The previous owner only used it with Sprint. Why would it have to be tied to a line and what do you mean by that? I thought MSLs are derived from the HEX or DEC codes under the battery.
It's a Palm Centro. So I think its an early smartphone (not 100% sure).

Since I work for an indirect retailer I can only view the MSLs for phones that are currently assigned to a line. It's odd that it's not working since it was never flashed though.

There have been some issues where older smartphones software has become corrupt, whether or not the device has been flashed. Not sure why this has occured, but I would try using six zeros for the MSL, if that doesnt work, then it is an issue that probably isnt fixable.
