I misunderstood. If you need the web access and the ringtones both for free, try looking up phone zoo. I think its phonezoo.com you pick a ringtone and send it to your phone. IIRC its all free.

As one of the previous users posted, File Transfer via usb to the phone. Have someone send it to you via email to text to your phone and save it as a ringtone, or sounds (some phones can use sounds as ringtones)
