I currently have a phone with T-Mobile. I want to get a V620 but am not sure how it would all work. If i put my SIM into the new phone will it work? Is it just the other features of the phone (besides just placing calls) that would have to be configured?

This is how it works for any GSM phone. If the phone is unlocked, all you need to do is put your SIM in and it will work. Since this phone is not being sold by any US wireless carriers, it should be unlocked where ever you buy it from.

So, short answer, yes you will be able to make calls and send text messages.

More advanced features like email or getting online at all might require more work. You'll have to enter WAP settings for it. What those settings are depends on your wireless carrier, which for you, is T-Mobile. I don't know how helpful T-Mob's customer service will be in setting it up since it isn't one of the phones they sell. I remember AT&T Wireless reps wouldn't help you set up a phone if they didn't sell it.
