From what I've Cingular is still planning to roll out this phone sometime in the near future, although I can't imagine why anyone would want it.
In typical LG fashion, the firmware is limited and awkward, and the complicated nature of it makes using the device for anything other than a phone fairly cumbersome.
Furthermore, the IrDA port is receive-only.
Anyway, I'd never get an LG, so it's not my concern, but apparently some folks like 'em.

Well the phone is already out on the market for Cingular. They have it on there web site.

I just looked at Cingular's site today and this phone is now posted. The price is $99.99 with a 2 yr. agreement.
