Buying an unlocked phone

i am looking at this phone on Ebay...and it is made by alltel who is my provider...but...the phone is unlocked...so like...will like Txt'ing all the other features such as buying ring tones work?

yeah, actually there is if you want to use a virgin mobile phone with verizon. very complicated process though, must do your research.
