Does verizon have this blocked? I have read that the phone offers it but I cannot find how to do it.

No its not blocked. all you have to do is go to sounds and notifications and set the video as a ringer. you may have to go to the pix/video menu, highlight the video but dont select it. hit the menu button and choose "save to contact ring tone" done
